South Lake Tahoe Weekly Real Estate Market Update 3/30/12

As of July 29th, 2009, I began adding Condos to the market statistics. What you are looking at below are charts and numbers derived from the South Tahoe Association Of Realtors Multiple Listing Service for Single Family Homes and Condos. The reason that I use this segment of the market is that it has the most influence on the general value trend.

Would you believe that market is turning?  If not, today’s market report may convince you otherwise.  Inventory is not going up rather it’s coming down and pending sales are up!  To measure the most current buyer activity, I use the Market Activity Ratio which is the relationship Active listings and Pending sales.  This past week the Market Activity Ratio had increase from 31.8% to 32.8%.  That means that 32.8% of the homes available are pending sales in escrow.  This is the result of the Active listings decreasing by 4 as the pending sales increased by 4.  The distress sales (short sales and bank owned foreclosures) continue to impact our market as it now represents 21.5% of the active inventory and 70.4% of the pending sales.

There were 18 new sales this past week for a YTD total of 131 sales.  Most of the sales were below 335,000 with 6 sales above that.  These sales were on Highway 50 for $400,000, Clement St for $440,000, Sterling Ct for $450,000, S Upper Truckee for $470,000, Arapahoe St for $540,088 and Aloha Dr for $2,720,000.  The high end sales were enough to increase the 6 month average sales price by 1.7% to $327,241.  The average days on market are 159 days.

Jim:                         Welcome to the Tahoe Real Estate Home Front.  This is Jim Wire, your local real estate agent with Chase International South Tahoe Realty and I’m here today to give you another local real estate market update for both the South Shore and the East Shore of Lake Tahoe and I do get this date from the South Tahoe Association of Realtors. 

 

To start with, the market continues to show that it’s moving at a healthy pace on the South Shore.  To measure the most current buyer activity I do use the market activity ratio which is the relationship between active listing and pending sales. 

                                This past week the market activity ratio had increased from 29.4% to 31%.  This means that 31% of the activity inventory are pending sales.  This is a result of active listing decreasing by agents and pending sales increasing by 5.  The active inventory is now at its lowest point since February 10th I believe it is.  The distressed sale which is the short sales and bank owned foreclosures continue to impact our market as it now represents 22.9% of the active inventory and 64.7% of the pending sales. 

 

There were 11 new sales for a year to date total of 93 sales.  These sales range from a low $84,900 to a high of $675,000.  Most of the sales were above $300,000 which is a little different.  The top four sales were all in the Tahoe Keys which was on Lasa Drive for $391,000, Marconi Way for $437,000, Venice Drive for $540,000 and Inverness Drive for $675,000.  So that was all in the Tahoe Keys.  This increased the 6 month average sales price by .3% to $322,418.  The average days on market are 158 days.

 

Next I’d like to tell you what’s going on with the Nevada East Shore or I said the East Shore of Lake Tahoe in Nevada at the Stateline.  I get this data from the Nevada Regional  MLS.  There isn’t much movement in the market there, but it is consistent.  This past week the market ratio did increase from 16.8% to 17.2%.  This is a result of the active inventory remaining the same as the pending sales.  Pending sales increased by 1.  The distressed sales which is the short sales and bank owned foreclosures continue to impact the market as it now represents 12.8% of the activity inventory and 77.4% of the pending sales.  This past week there were 3 new sales for a year to date total of 20 sales.  The sales were on Benjamin Drive for $298,000, Elks Avenue for $625,000 and Hidden Woods for $635,000.  These decreased the 6 month average sales price by .1% to $698,561.  The average days on market are 190 days.

Haley:                     Thank you so much, it’s nice to be here.

 

Jim:                         And thank you for coming on such short notice.

 

Haley:                     My pleasure.

 

Jim:                         Now I was wondering if you could maybe tell the listeners who you are and what it is you do.

 

Haley:                     Sure.  I’m the Government Affairs Director for the South Tahoe Association of Realtors, as you said.  I am the first Government Affairs Director that the association has had.  The association works so hard to protect property rights.  And they’re an association of volunteers.  So with all of their work and being so busy they went out and hired me to do three things.  I do education, outreach and advocacy so I’m kind of the eyes and ears on the ground for the South Lake Tahoe Association of Realtors.  I go to meetings at the local, state and federal level.  I learn about bills and ordinances and proposals that affect the real estate community and then I bring it back to the South Tahoe Association of Realtors and then if they want to take a position on the issue, I get direction from the board and advocate for realtors and private property owners in the area.

 

Jim:                         So you’re almost like a special interest group.

 

Haley:                     Me, myself (laughs).  I’d like to think of myself as that important, but no, I love it.  It’s great working with the association.  They all work so hard and their volunteers work so hard and it’s just really nice to be able to be working with such a caring and hardworking group so I really enjoy it.  And I get to meet all kinds of really cool people in the community and Tahoe’s a really special place.  I mean there’s always things going on in the real estate world.  The environment here is so unique and special so there are always ordinances and codes we need to pay attention to so it’s really dynamic.

 

Jim:                         You know I didn’t mean that in a bad way when I said special interest groups, it’s always good to know that someone out there is looking out for the rights of the homeowner and you know, it seems like in Tahoe maybe there’s not enough of that.

 

Haley:                     Absolutely.

 

Jim:                         There’s a lot of things you are tracking here in, I guess it’s primarily the South Shore? 

 

Haley:                     It is primarily the South Shore.  I keep an eye on the regional level and the federal level but there is so much happening here just locally that most of my big projects right now are South Shore based. 

 

Jim:                         So what are some of the top issues that you’re tracking now that affect homeowners or property owners?

 

Haley:                     Right now our biggest project is the TRPA, the Tahoe Regional Planning Agency just re-did their draft regional plan update.  This is the first time that regional plan has been updated since it’s inception in 1987.  This affects realtors profoundly.  It’s talking about zoning ordinances, it’s talking about land coverage, transfer rights.  Everything that you need to ever build in the region is being talked about.  So I’ve been attending every regional update committee meeting, bringing the information back to the realtors and making sure that it’s a two way street.  You know the nice thing that the TRPA said was they are so happy to have the realtors input because they said we are a public-private agency, to be able to protect the lake we work so much with private property owners, with best management practices and other things that affect private property owners, so they really thanked the realtors for having this proactive person in the community come to them and say, tell us what you’re doing and here is the realtor’s input.  So that’s the biggest one now on our plate.

 

Jim:                         So just doesn’t affect realtors, it’s property owners and homeowners and –

 

Haley:                     Exactly, everybody. 

 

Jim:                         And what is the significance of the 20 year regional plan that the TRPA is working on now? 

 

Haley:                     The new regional plan is going to – the TRPA has said they want to focus more on regional planning as opposed to local planning, so they are writing a plan that really affects all of Lake Tahoe and leaving it to city councils and county governments to write local plans that confirm to this TRPA regional plan.  So that again is zoning issues, height issues, land coverage issues, anything that has to do with property rights in the basin.

 

Jim:                         What are some hot buttons in this regional plan?

 

Haley:                     Some of the hot buttons have been – you know, really it’s been a pretty collaborative process.  I give credit to all the agencies involved.  I know some people, there are some height restrictions and some zoning changes from residential and commercial to mixed-use.  So I wouldn’t say they’re hugely contentious but changes none-the-less. And then just this new plan going from what it was to a regional plan is a huge shift for the TRPA, this is completely different from them to hand off planning more to the local level. And the realtors really applaud that, it’s great, it’s letting the community be involved in their own local planning.

 

Jim:                         Is there anything in the plan that homeowners should be concerned about or alarmed about?

 

Hayley:                   There will be changes, zoning changes will happen, transfer coverage rights actually may be a little bit more favorable to homeowners, land coverage, things like smaller decks are no longer going to trigger a TRPA review. One thing that might come up is in doing the new regional plan, the TRPA actually also has to do an environmental impact statement which is a federal required document. There is talk of requiring a point of sale mandate in that for BMPs, the realtors are adamantly opposed to this, it would not be that effective. So that’s one thing to look out for but that draft hasn’t been released yet.

 

Jim:                         And why would the realtors be opposed to it? What is the effect of the point of sale for BMPs which is Best Management Practices? Maybe you could start with what BMPs are and then why they’re against the point of sale.

 

Hayley:                   Sure, BMPs are on private property in Tahoe, they’re soil erosion control methods to help protect lake clarity. So they would be things like maybe grading your driveway or having to put in certain types of soil for drainage reasons. Right now as it stands, if you buy a home in Tahoe, you’re handed a disclosure statement that says that you have to comply with these best management practices. One thing the TRPA might be proposing is that to buy or sell a home in Tahoe, you would be required to put in best management practices before selling your home and that that would have to be certified at point of sale. There are many problems with this. One, it doesn’t apply to all homes in the area equally, it’s only homes that are being sold. So it actually might not even be that effective.

 

Jim:                         So it makes it unfair.

 

Hayley:                   It makes it very unfair.

 

Jim:                         And maybe only a small percentage of homes get done within a certain period of time.

 

Hayley:                   That’s exactly correct. And also, in Tahoe, the TRPA has mandates on moving dirt between October and March and you really wouldn’t be able to put in BMPs between October and March. Also with snow on the ground, it’s really hard to put in a BMP, actually, it’s pretty much impossible. So that would effectively shut down the real estate market in Tahoe for six months. These are just some of the reasons that the realtors are opposed to a point of sale mandate, it makes realtors the enforcement as opposed to TRPA for BMPs, there’s just a lot of problems with it and there are other solutions that would work better. One thing the TRPA staff is really considering is regional-wide planning as opposed to parcel-wide planning. And TRPA staff has recommended that regional wide planning would be more environmentally beneficial. So not only would it be easier on the community, easier to buy and sell homes, it would actually benefit the environment more to take these BMPs instead of at a parcel-wide level and do it on, say, a water shed-wide level. So realtors, you know, we think there are other avenues to pursue in this point of sale mandate so it would just make an already struggling market even harder.

 

Jim:                         And — well that’s a great explanation of what’s going on with BMPs, is there any other issues that are coming up with the regional plan that you see as potentially being a problem?

 

Hayley:                   Not so much a problem, it’s just, again, a matter of knowing the new rules. Again, this is a draft regional plan and so the governing board of TRPA still has to vote on it so everything I’m talking about right now hasn’t been solidified into law but once it does, there will be changes to your land coverage, it’s really hard to explain as a whole because the TRPA has such specific calculations for every piece of property so I would just encourage people if they’re buying or selling property to make sure that they know that there is a new regional plant and there might be new coverage issues they have to look at.

 

Jim:                         Now are there any issues that you’re following locally?

 

Hayley:                   Yep, some of the other issues –

 

Jim:                         And what I mean by locally is like one of the other government agencies like the city of South Lake Tahoe or the county or something like that.

 

Hayley:                   Sure. We are also looking at the transient occupancy tax, the city council has proposed putting it to voters in 2013 whether or not they want to raise the transient occupancy tax, that’s something that the realtors are following. We haven’t taken a position on it yet but we’re just keeping an eye on it. The parking fees for the beaches, that recently didn’t pass, we’re keeping an eye on that. Just things that come up at the city council level, we have monitoring all of those situations and making sure the entire realtor community knows what’s going on with these issues.

 

Jim:                         That’s the city of South Lake Tahoe.

 

Hayley:                   That’s the city of South Lake Tahoe.

 

Jim:                         And what about the county of El Dorado?

 

Hayley:                   The county of El Dorado, same thing, one thing that’s coming up and we’re looking at is a new fire feed. The county, this summer, is probably going to impose new fire fees for residents. So we’re looking at that, how much it would be, if there’s a way to exempt out of it, those kind of issues. So that — those issues right now are kind of in the monitor level as opposed to the advocacy level.

 

Jim:                         Anything with the state of California?

 

Hayley:                   The state of California, realtors are taking a really close look at the market, it looks kind of promising right now that maybe, prices are starting to come back, jobs are starting to come back so that’s all good news. I know at the California level, there’s always talk of medical marijuana dispensaries and how that affects private homeowners and the city of South Lake Tahoe, if people grow here versus the state of California level laws. So we’re monitoring a lot of legislation happening and in the courts right now, this is medical marijuana, it’s a big issue. So we’re keeping an eye on that and how that affects homeowners and actually landlords and tenants as well.

 

Jim:                         Right because there is a lot of damage that’s created by people doing their grow houses.

 

Hayley:                   Right, exactly.

 

Jim:                         And they’re using rentals to do that.

 

Hayley:                   Exactly and landlords, you know, are sort of caught in this hard place sometimes because there’s only so much they can do because the city of South Lake Tahoe says it’s legal to grow if you have a permit. So you know, we encourage people to write in your lease if you don’t want people to grow, write that, have an anti-grow provision in there and that is actually something on the California-wide level as well.

 

Jim:                         Okay. And anything on Nevada side, Douglas County?

 

Hayley:                   Douglas County, so far, we’ve just — really what we’ve been talking about with Nevada is the TRPA. Nevada has two real estate associations on the lake and they have their own government affairs director so they’ve been doing a lot of the local work and reporting to their own boards. But I have been working their government affairs director –

 

Jim:                         You’re probably on the (inaudible 14:47).

 

Hayley:                   Yeah, exactly. What we’re working on with Nevada is the TRPA issues, that’s just on everybody’s agenda right now because it’s such a big issue.

 

Jim:                         Sorry about that, I forgot about the state border there.

 

Hayley:                   No worries, no problem. We like to think of it that way, we — you know, it’s one lake.

 

Jim:                         Well, you know, it sounds like you’re covering a lot of issues with a lot of agencies. Is there — do you encourage public input?

 

Hayley:                   Absolutely. Absolutely, public input is encouraged, you can get in touch with the South Tahoe Association of Realtors who can put you in touch with me. Please, the more the better. We really are working to protect private property rights and would love to hear from you if you have issues or questions.
